Malaysia’s Lincoln University College Aims to Establish Campus in India

In a significant development, Malaysia's Lincoln University College has emerged as the pioneer among foreign institutions by applying through the University Grants Commission's (UGC) dedicated portal to establish a campus in India. The five-member standing committee appointed by the Commission is currently examining the application, indicating a landmark moment in bilateral educational collaboration.

The Application Process

Lincoln University College is the first foreign institution to submit an application through the UGC's portal, showcasing its commitment to expanding educational horizons. The UGC has taken a proactive stance in facilitating the entry of Foreign Higher Education Institutions (FHEIs) into India, allowing them to set up and operate campuses independently, grant degrees, and determine admission processes and fee structures.

Unique Features of Lincoln University College

Ranked 301-340th in the QS World University Rankings by Subject 2023 and placed in the 301–400th band in the Times Higher Education World Rankings, Lincoln University College brings a distinguished academic reputation. Its application to establish a campus in Telangana underscores the institution's strategic vision and commitment to providing quality education on a global scale.

UGC Regulations for FHEIs

In November, the UGC notified regulations outlining the procedures for FHEIs to set up and operate campuses in India. The regulations allow two or more foreign universities to collaborate for the establishment of campuses, provided each institution individually meets the eligibility criteria. Each foreign university is permitted to set up multiple campuses, with separate applications required for each proposed location.

Affordability and Scholarships

Addressing concerns about the affordability of education for Indian students in these foreign institutions, Union Education Minister of State Subhas Sarkar assured that FHEIs may offer full or partial merit- or needs-based scholarships. Additionally, tuition fee concessions may be provided to Indian citizens studying at these campuses. The regulations incorporate safeguards against misappropriation of philanthropic resources and non-compliance with internal and external standards, ensuring the adherence of FHEIs to the Foreign Contribution (Regulation) Act, 2010.

Conclusion

Malaysia's Lincoln University College's application to set up a campus in Telangana marks a historic step in fostering educational collaboration between Malaysia and India. As the UGC continues to evaluate and streamline the process for FHEIs, this development opens doors for more foreign institutions to contribute to the Indian education landscape. The move aligns with the broader goal of enhancing global academic partnerships and providing Indian students with diverse and high-quality educational opportunities.
